Webcam Management

I am using Linux Mint 20, Cinnamon 4.6.6
Is there any command to turn on or turn off the webcam.
The method I found in https://appuals.com/enable-disable-webcam-linux/ is just too much work.
I just want to run a command without restarting or using sudo. Otherwise I have to pull the USB cable after every use or cover the webcam with a cup - which I do not want to do.
Also, I could not find any permission mechanism (like in android). That only x,y & z app can use the webcam. Is it possible in Linux?
