Upgrading ICU

When I try to upgrade ICU from 64 to 67 it breaks my system
for example when i do a curl --version
it complains that icu 64.2 is not found...
If I downgrade to 64.2 it works just fine.
The problem, I am trying to upgrade firefox and it says it needs 67
How do I get it to play nicely with the new ICU?
