problem with PV extend- to enlarge physical volume

I need help to extend the physical volume for Redhat 7. I pvscan and get this info
PV /dev/sda3 VG rhel lvm2 [28.41 GIB / 0 free]
PV /dev/sda4 VG rhel lvm2 [<70.00 GIB / 0 free]
how can I merge sda4 to sda3 root?
