Powering up after full screen video: icons misplaced, non-responding (FC29+KDE).

Hello!
For quite a long time (several upgrades of FC) I have a strange
"anoyance": if the last thing I was runninig before powering down was a video in FULL SCREEN MODE
(no matter if web clip or VLC running local video file) then, the next time I power up my PC
there is a high probability (but not 100%) that the desktop icons would come misplaced
and clicking on them does nothing (I still can right click on the desktop -> "Leave" ->
Reboot or shutdown). Clicking the desktop where the icons were supposed to be also results
in nothing. If between the last video in full screen mode and the power down I did
something else (like watching web page with just a text) - the next powerup the desktop
comes OK. Just letting the PC to idle for few minutes after the last full screen video
before shutdown not always solves the problem at the next powerup.
If I reboot - usually the icons return to their normal position and start responding to clicks OK.
Also, if I do "Ctrl+Alt+F3" to close the GUI and work as full screen terminal then WAIT ABOUT
A MINUTE (during that time I see the disk LED shows activity) then run "startx" - the desktop
comes out OK. If I'm not patient enough and don't wait, often the desktop again comes
with icons misplaced and non-responding. This time, "Ctrl+Alt+F3" does nothing but "Ctrl+Alt+F2"
closes the GUI and again, if I wait and "startx" - the desktop comes OK.
I'm running FC29+KDE.

and the PC is rather old, built in 2009:
AMD Phenom X4,
ASUS M3A79T deluxe mboard,
16 GB RAM
Lately I had to replace the graphic card (old one started slightly overheating)
with exactly same model spare kept on the shelf. The desktop annoyance remained
so it's not the graphic card.
The behavior in which time affects the output (like delaying "startx") makes me speculate
it might be some "lazy write" of some desktop-controlling file not completed properly.
Or, maybe some parallel running processes need to be run in series if one reads some
file affected by another?
But that's just my speculations.
Can anyone explain me, where during the boot the Fedora+KDE take the info about icons position
and weather to respond to clicks?
I've uploaded two images of the desktop when it's OK and wrong.
