log rotation

Hi,
I like to understand things.
more /var/lib/logrotate/logrotate.status
"/var/log/messages" 2020-9-13-3:50:1
more /etc/logrotate.conf
weekly
The next rotation will be on 20 Sep at 3:50?It does not matter that in between the server can be down or reboot.
Let`s say that this server is down until 20 Sep at 1 then afrer boot at 3:50 will be a messages rotation.right?
