Trying to run InstallSQLiteStudio-3.2.1 on Chrombook - permission denied

Hello,
I have a Chromebook R13 and I have just started learning linux.
I have downloaded the SQLiteStudio file installSQliteStudio-3.2.1 for linux
Trying to run "chmod +x installSQLiteStudio-3.2.1"
error: Operation not permitted.
I could use some help on solving this and getting SQLiteStudio to run on my Chromebook. I am not able to get this to execute.
