I always thought this phrase was a reference to the postal service being necessarily slower than email. But it turns out there is a double meaning.
Apparently snails love the glue used to stick envelopes together and therefore like to crawl into post office boxes, where there is plenty for them to eat. I read today that a North London postbox has had to be closed while a colony of molluscs is cleared out of it.
