Customizing Linux Mint for use as LiveCD?

Books on Linux all push the idea of Linux being very customizable, so I'm wondering just how easy this is? I like to use Linux Mint in Live CD mode (no persistence), but it always screws up my Win7 clock with the UTC junk. I'm wondering if Linux Mint could be altered (the UTC stuff disabled) prior to making it a LiveCD? If so, how difficult for a regular Linux user to do? I'm sure it's beyond my skills, but there are LUGs where a regular Linux user might be interested in making some spare cash.
