createrepo - where should I run it?

I am building a local repository.
Top level is /repo
currently I'm building out /repo/CentOS/7/
this directory has mirrors of base epel extras updates
The goal is to have the lowest number of repositories possible while avoiding conflicts.
Is it safe to run #createrepo /repo
What is the highest safe level to run createrepo, assuming that /repo/CentOS/8/ may also exist in the future.
