Warnings about the impact of COVID-19 on nursing homes were relayed to the Ontario government in late January as executives watched carnage unfold abroad, but Premier Doug Ford's action plan didn't come until mid-April when at least 144 residents had already died in 100 outbreaks, a commission investigating the heavy toll has been told.
