Microstutter with media playback. Am I asking to much?

Had this machine handed to me. Figured it would be a decent Kodi box at best off of Xubuntu.

Client: Shell (bash 4.3.481) inxi: 2.2.35I've got it network booted from my Xenial LTSP chroot for this. It doesn't finish boot with my Focal network boot. No worries in my case except for the micro stutter. I don't have any heavy media really, nothing fancy anyway. Just dvd rips compressed via handbrake. Is the machine just to old for this purpose or am I likely hitting another wall somewhere? Boots Xubuntu and I have Kodi running at 1080p

*NOTE* I was using the cpu graphics originally. Thought that was the issue so picked up a low end older gpu. No change between igpu and the amd card. Also for what it's worth I can eliminate the network boot being the issue. I've got 4-5 other machines in this house running off of network booting and they are doing just fine.latest?d=yIl2AUoC8zA latest?i=Oj30SelERR0:wl-CIBZIQfY:F7zBnMy latest?i=Oj30SelERR0:wl-CIBZIQfY:V_sGLiP latest?d=qj6IDK7rITs latest?i=Oj30SelERR0:wl-CIBZIQfY:gIN9vFwOj30SelERR0
