Error configuring librsvg. Error : cargo is required

I am trying to install BLFS 8.4
I have already installed rustc-1.32.0 ( a message was also displayed "Rust is installed now. Great!" ).
Now when I'm trying to install librsvg-2.44.12 there is a configuration error.
Error : cargo is required. Please install the Rust toolchain from https://www.rust-/lang.org/
I installed rust in /opt directory. There is cargo present in /opt/rustc/bin
