Time clock and NTP problem on Mate desktop

Hi there,
I am running FreeBSD with Mate desktop, when I boot up I got the Mate login prompt showing me the UTC time, but when I log into the system it gives me local time what's going on here ? also I can't use the Mate control center to sync time the controls grayed out only shows me this (attached image), I already set ntp_enable to yes, also ntp start up sync to yes but still can't unlock and sync. please advise.
