Ubuntu 20.04 gnome desktop

As a Ubuntu user since breezy badger I would be pleased if some-one could tell me why the current desktop does not allow items to be dragged in and out of it????
I in my ignorance thought that that was what a desktop was for, but evidently the "gnomes of Ubuntu have decreed otherwise.
I have got so fed up with it am switching to manjaro Xfce.
