Wrong file date/time stamp

I started with Ubuntu 20.04 and had that problem then. Next, installed on top of Gnome KDE Plasma, had the same problem.

3 days ago, I did a clean installation, on that same machine, Intel-NUC, this time I opted for KDE Neon, Plasma 5.20.3 and see the same problem.

The problem- files updated by my Cron task backup are showing a wrong time stamp.

My regional setting is on Melbourne, Australia, my time update is set to Automatic.

Any ideas?
