What time is it on a web server?

I have a little homework webpage. I had it on GoDaddy. It works but the loading is slow in China. I believe the web server is in Texas.
I now have a Chinese web page with a Chinese company, the server is in Canton.
GoDaddy time was always 8 hours earlier than Chinese time.
I have to take that into account because I sometimes use PHP to set opening and closing times of a webpage.
Now my webpage is in China, but the web server time is still 8 hours behind Chinese time.
Do all web servers use the same time?
