Rooting a Nokia 3: forever stuck in fastboot mode

I flashed TWRP recovery image to my phone and tried to install the magisk.zip I downloaded a week or so ago but I was unable to find it in the file manager. I'm assuming at some point I must've accidentally wiped the phone in the past week (I probably did) so I need to redownload the magisk.zip file onto the phone but ever since I accessed TWRP recovery the phone can only seem to reboot into FASTBOOT mode(bootloader) so I can't access the main mode of the phone and download the .zip.
I've tried using fastboot reboot but it just takes me back to FASTBOOT mode. I've also tried shutting down and rebooting the system from TWRP but same thing. It's stuck in a fastboot boot loop.
How can I fix this?
