HWDSB remote school to use some reserve funds to add more classes

By adding classes, the remote school can avoid current classes from growing too much larger, ensure they don't run out of room for families who want to switch to virtual learning because of extenuating circumstances, and curb any more significant disruption due to future reorganization.
