Nouveau - poor performance for non-root users

Old Toshiba laptop, Satellite 1415 s173. Running Slackware 13.37, nouveau driver. Xfce.
I find that non-root users get poor video performance. DVDs render at about 1fps. Glxgears runs at 30fps or so. If I run xfce with root account, then video performance is excellent. Glxgears runs at about 300fps. I'm getting ten times the performance for root users as non-root users. Dmesg shows nothing of interest. Xorg log shows nouveau driver is being used, but nothing of interest that I could find.
What would cause the root user to have excellent video performance, and non-root users to have poor video performance?
