Upgrade from 14.2 to Current64 + vtown and application launch feedback doesn't work

Hi,
I have tried the settings and also have knocked myself out looking for a text file that I can edit to make the changes I seek but no joy.
Maybe a new install from bare metal is the answer?

All the cutsie, bouncing, blinking icons just stay still
