How does the X server decide which virtual terminal to use?

After I upgraded the kernel to 5.9.13 (probably irrelevant, but happened coincidentally), X started using /dev/tty10; it had been using /dev/tty11. Because this is the same upon which I start it I can't observe its output while it's running. This is not a big deal. I ask because I'm curious.
