chrony package installation error with terminal on manjaro and got stuck in pamac

I am trying to download chrony group package to setup NTP for time.
How come requested URL return Error ?

^Chmm.. when i tried to use pamac to download the same chrony package , it updates all my packages instead..
and stuck here ..

Oh no.. it is finally running again.. it says upgrading... a whole huge list of upgrading.. :-p never upgrade for too long.. shld be no problem.. it was stuck for so long from downloaded to upgrading.. shld be no problem..

I was wondering $sudo pacman -S chrony failed initially, is it because i have not upgrade the system for too long ? using pamac, it auto solve all problem for me.
If i don't have pamac, then how > ? ?

is it i should have -syu first ? when i was trying to download the package with -S on pacman.. it didn't tell me what's is the problem.. if i do not have pamac installed, i would have no idea how to solve this issue
