Hawaii Rep. Tulsi Gabbard, a progressive Democrat, just teamed up with libertarian-leaning Republican Rep. Thomas Massie of Kentucky.

Their legislation is rooted in privacy rights and the need to restore Fourth Amendment stipulations that protect Americans from being spied on by their government.
