what is possible rationale behind not setting :set mouse=r in the default setting

In debian,
I have to remember to add :set mouse=r in the default setting.
I have used linux for some many years, but how can anyone
survive by not enabling the mouse function of highlight and paste.
I think my problem is philosophical rather than technical.
I just want to find what these people think when they push down the defaults on us.
