Kernel Panic Mode because Error while loading shared libraries (libargon2): No such file or directory

For Ubuntu: 5.3.0-42-generic 18.04.1

On rebooting the system, it asked to a manual fsck on sda3. Rebooting after which went into a Kernel Panic.It looks like the fsck removed certain inodes and some libraries along with it.

init: error while loading shared libraries: libargon2.so.0: cannot open shared object file: No such file or directory

I was thinking if I could enter Rescue Mode and re-install the library, but there would be no network, right?
Any side effects if I go into recovery mode, and select the dpkg option? (EDIT: Kernel Panic when trying to open recovery mode)
