Can I cast my cellphone screen or videos to my Viore TV through a Chromecast or Firestick if I don't have an internet connected modem?

Apparently, an active internet connection is indispensible. With these devices cited above, is there's a way tp use the tv as the main screen?

Not sure if this's the correct subforum to post this...
