?? Apache ?? Not Sure

All,
Have been fighting continued Apache problems but not sure about this one.
I have an "A record" in my /etc/hosts file, so the domain should show, but getting this set of errors:
Code:Forbidden
You don't have permission to access / on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.Not sure if this is related to why I cannot render:
Code:localhost/phpmyadmin
or
localhost/seopanelI wrote those 2 issues up here in other threads also.
