Help with "Loudness equalization" or "Volume Normalization" in Linux

First let me wish everyone one who reads this a good day.
Now on to the subject at hand....I need help.
A little background info about me to help you answer:
I am hearing impaired, almost deaf. And use headphones. The windows feature "loudness Equalization" is an absolute must.
To help normal hearing and young ones understand, In a normal hearing person the brain can filter loud noises without a person even being aware of it. But, with a hearing impaired person who may be suffering from colecular damage or middle ear damage, the signal going to the brain is diminished or corrupted so the brain has got the volume cranked all the way to "10" just trying so desperately to hear. The down side is now there is no filtering effect and loud noises are like bombs going off. The filtering that normal hearing persons unawaringly have is simply not there in hearing impaired persons. I know that sounds strange but ask any hearing impaired person or older person what its like when someone drops a dish or pops a balloon.
Windows/ realtec "Loudness equalization is a godsend and works so well at normalizing all the sounds so that you can hear the soft sounds and and also tolerate the louder ones and it works across all applications.
Ok so you might be wondering "why not just stick with windows then?"
Well if i could i would stick with windows 7 pro , i love that OS. but i was forced to upgrade to windows 10 due to my new hardware not being supported in windows 7. Honestly if i could get windows seven to see my M.2 drive and USB3 ports i would just reinstall it. it was soo much faster than my windows 10
And let me tell you its been a nightmare. I have to constantly reset settings,, i disable updates only to have it turn itself back on. i actually did uninstall Edge,, but microsoft reinstalled it and now has made it part of the OS and cannot be removed. and even though i never use it, it is constantly downloading and sending data. About 2 gigs worth a week, its crazy! And i HATE the look of windows ten i have tried everything but transparency and rounded window frames are broken in my windows 10. ( i miss windows 7 aero with its transparent rounded frames. but thats another issue for another post )

Is there a Linux distro with true "Loudness equalization" ive tried Ubuntu,Mate, Mint, Cinnamon. and i have tried web browser plug-ins with disappointing results.
