Mouse Interacting Erratically With Windows

Examples
1. Mouse actions (scrolling and clicking) on top window get passed down to lower window when two windows are both open on the same desktop and stacked
2. Windows refuse to react to mouse actions unless an elaborate ritual of first right clicking the menu bar and then right clicking the WinDec bar is undertaken. After which the window reacts normally. Note that this doesn't work with GTK3 apps which don't have a menu bar for the first right click and have to be killed outright if they're not responding to the mouse. The same goes for application pop ups (although it is possible to get around both those things with the keyboard).
3. This also affects the panel and desktop.
My system is Xubuntu 20.04 installed on a HP Elitebook 8460P. I've tried both the native xfwm4 and openbox window managers and the problem affects both.
