Ubuntu 20.10 - cannot select OS in menu using keyboard arrows

At the bottom of grub menu there is a clear instruction to use upper and lower arrows to select menu item.
It does not work using either "straight" keyboard (ps2) or wireless.
It worked as expected in 16.04 version.
