Need to change a NTFS to XFS or ext4

I have an azure linux system and there is a 300gb hard drive attached on /dev/sdc and using sdc1 that is set up as an NTFS system. Sinc I cannot mount onto an NTFS system on RH 8, I am trying to figure out the best way to change it to an xfs or ext4 FS. There is nothing on the disk to worry about.

I tried loading epel-release and it cannot find it.

I have done some looking into this, but cannot figure out the best way to do it.
