Creating shortcuts to files and folders - Kubuntu 20.10

Hello all,
I am running Kubuntu 20.10.
I use Dolphin, which comes with Kubuntu.
I know that under Linux, shortcuts are called symlinks (hardlink or soft link)
The user interface doesn't offer the ability to create a shortcut?
