Home system management and web traffic control

Hello to the community,

Kind of a hard task... I'd like to know if there's a set of open source tools that can mimic the functionality of the tools:
SCCM (on the software management and deployment aspect), Windows GPOs, web traffic control through proxy (if possible, by category. I already work with McAfee WebGateway).

This will be a single domestic, home system, however, remote control and management will be needed over what software is installed, which system functions can be used by a given user, and which network requests can be made (not only a website whitelist/blaklist, but granular control over all 80/443 calls, with logging capabilitie).

There's already intention of using pfsense as firewall, blocking all the machine's traffic, enforcing proxy use, but I'd like opinions on other tools to achieve the purposes above. I'll have a separate system as a server, running pfsense, the inteded proxy and any other tools needed

Also, suggestions on the best distros for these purposes are appreciated. I'm already familiar with Ubuntu and its derivatives, RHEL derivatives and a little with Arch.
