To built Os with boot only browser with user login.

I want to built an OS which has basic utilities such as volume,drivers for mouse, keyboard, printer etc. So I need to boot a browser as soon as user has logged in. And only the browser should display as only application in the os with other basic settings at the top-bottom panel?. I thought of using because of its lightweight environment and faster compared to other operating systems.how can I achieve this task?
