/usr/lib64/libudev.la not found

When trying to compile urjtag, openocd, and libjaylink I get a compiler error that the .la file is not found. I tried to recompile libudev but not sure if I have the right source for this library. The one I have asks for usbutils .83 package. Not sure if I'm looking in the right place.
