Voice-to-Text capability in any Linux distro?

My friend's grandfather is in his mid-90s and suffered a stroke about a month ago. It left him with a semi-paralyzed right arm and is unable to type like he used to. He is a very active computer user and loves to send emails to his friends/family. He uses Thunderbird on Debian 9.
Anyway, I'd like to help set him up with the capability, if possible, for him to say what he wants on his email and it be typed out in text in Thunderbird for him.
Is this possible? I've been Googling this but everything I find is older and many say that kinda stuff is still being worked on on Linux. Anyone can point me in the right direction? Even using a different Linux distro is fine.
