help me interpret this dialogue from a Dilbert strip

I looked up a certain Dilbert strip from decades ago: https://dilbert.com/strip/1995-02-26. I never understood panel #6 in this, because it sounded like techno-gibberish. Am I right that "slap a BRI analyzer on a circuit and look for bad packets" is only some nonsense made up by Scott Adams to mock engineer jargon?
