Win 10 to linux install, boots to blank screen with blinking cursor

Using a machine that had Windows 10 1909 installed and applying a debian 8 image to it fails with blinking cursor on reboot.
I am using partition editor to create 2 partitions.
1 ext 4 with all but 4096 bytes
1 linux swap with 4096 bytes
I then am applying an image to this using disk cloning.
When I am using a machine with Windows 7 installed everything works correctly.
When I use a machine that has had Win 10 1909 or higher installed, after applying the image and rebooting all I get is a blinking cursor.
I know Windows 10 is doing something to the hard drive that is causing this.
I can swap the hard drive, without changing anything in the bios, with a hard drive that had Windows 7 installed and it works flawlessly.
