very strange login issues...

Good morning,
created a new user on CentOS. When the user tries to login, I see this message.
Code:" welcome. fairshare resources have been reserved for your session."where is this message coming from? I checked /etc/motd and .bashrc
nothing is there. Any other places you can think of.
