Error after logging into XFCE

I've got an old Dell Inspiron laptop. It's running Debian Buster 10.9 (stable) and has been for ages. About a week ago, I suddenly started getting an error after logging into XFCE. If I log in as root, no errors. If I log in as a different user, not errors. Just get an error on my login which suggests a problem with my user account. I'm reluctant to delete my account and create a new one because although it will probably solve the problem, I want to know why the problem has happened and if there is a solution to it. Once I've typed in my username and password, before it has fully logged in, I get an error message appear that says something like:

No running instance of XFCE4-panel was found.

I get the option to start the panel and click on Execute. Before I can click on Execute, another popup appears that says:

Warning, Modifying the panel is not allowed because the panel is running in kiosk mode.

I've cleared various fields from the sessions folder and restarted. Didn't do anything. All I use this laptop for is a bit of web browsing in the evening and occasionally logging onto some forums that I'm a member of. I also use it to connect to my raspberry pi. Other than that I don't do anything much with it. This message just appeared about a week ago and now each time I log in I get it.
