Chelsea, a 2.2 square-mile city, has a population of close to 40,000 people, 67% of whom are of Latino or Hispanic origin, according to the US Census Bureau. The bureau also reports that 18% of the population lives at the poverty line. The Chelsea police department considers itself ahead of many parts of the US when it comes to community policing and the way it deals with de-escalating domestic and criminal situations
