not sure what issue is or where to bug report (re art/graphics tablet)

Hello :-) I'm not good at intro posts, except 4 years on linux but am not very tech, lol, so I hope it's okay to go for the second option offered, as I'd be very grateful for guidance on where to bug report an issue.
Was running anarchy/mate and hit issue; moved to mint mate, but unfortunately same error. Unable to make a mark on canvas, and sai2 freezes. Same setup have used for months; wine-staging and dkms/digimend, with sai2 using windows API, and '2 files fix' (10-xppen.hwdb into /etc/udev/hwdb.d, and and xp-pen-dec01.tablet into /usr/share/libwacom)... this has always fixed right-click/colourpick in sai2, and seems to work for krita pop-up/colourpick too. It was when adding these two files, before moving to mint, that sai2 froze. nb Sai2 is officially purchased/have screenshots of purchase and license.
Tried different kernels (various arch, LTS mint and now kernel 5.8.0-53-generic on mint), with/without digimend, xp-pen driver, and downgrading from wine-staging 6.8 to 6.5 to 6.2, and now fresh install and directly installed wine-staging 6.0. Mint Mate 20.1, Mate 1.24.0, digimend 10-2_all. Ryzen 7 3800X, Radeon RX5700XT, 32 ram. Xinput list shows 5 entries for UGTABLET, id=19-23 at this point, which I've not seen before.
Tried asking at digimend, and was directed to a thread describing that there had been changes made to align with an issue on chrome OS; something about INPUT_PROP_DIRECT and 2 tablets wrongly recognised as display tablets (one UGTABLET, which mine is, the xp-pen DECO 01v2, and the other Huion H610PRO) ... changes were made, but only the Huion tested, not the UGTABLET. Description overall has been changed to digitizer, yet I can see this was done some time last year, and it's only in the last 2 weeks that I'm experiencing a problem. Tried asking at winehq forum but unfortunately no response.
I don't know what has recently broken sai/graphics/the '2 files fix'. Is it wayland, wine, kernel, dkms, some new security measure, or something else? Surprisingly, I can use Krita at this point, but concern is about if there's worse breakage, and unable to use tablet at all, so all I can do at this point is block off any updates. If krita also wouldn't work, the final thing would be no option left but to run windows offline on main pc, which I absolutely don't want to do. Would genuinely welcome being able to get some idea of what this could be and where is correct to bug report this, in the hope things can be fixed/not break worse. Thankyou.
