How to designate Primary screen in XFCE

I have Slackware-Current and have recently installed XFCE as my desktop using xwmconfig. Everything works fine, except for designating the Primary screen. I have 4 monitors arranged as left - center - right, and the 4th monitor above the center one. I would like to designate "Center" as the Primary display. However, when using Settings Manager > Display, it doesn't matter what I designate as the Primary, I always get the upper xfce panel and lower launcher panel on the "Left" screen, even though the Display settings show the Primary as whatever I set it to.
I've found .config/xfce4/xfconf/xfce-perchannel-xml/displays.xml which does have "Primary true" for my Center monitor and "Primary false" for my Left monitor.
I assume the "Primary" is how the display to show the panels is designated.
Any ideas on how to actually change my Primary monitor?
(BTW - sorry to have created a new thread. I didn't realize that other thread was for XFCE - I thought it was posted on the Slackware-Current KDE crash thread.)
