Debian registers mouse scrolls which I never sent

I've got a strange issue which I can't find any solutions to.
I'm running Debian 10, and it's registering mouse scrolls constantly, but in programs like Firefox or Caja there's no scrolling, so it appears to be on the OS level.
The only places it's noticeable is when my cursor is over the bottom panel bar, where it scrolls through my open apps.
And if I try to move/resize a window it cancels immediately, or in some scroll boxes it constantly cycles through it.
I've tried a different mouse, reinstalling 'inputattach' but no luck
I'm fairly new to linux (2 years) so forgive me if I don't attach any relevant dumps, wondered if anyone's experienced a similar issue
