what is dconf?

i see that each user has a ~/.config/dconf directory with a file named user where the sizes vary greatly. some users also have some .fuse_hidden* files in them (with the ones that are logged in having one that cannot be removed) each user file seems to have binary data stored.
what are these files for? what is dconf?
