What version of cups do I need and where do I get it?

I am having trouble getting my HP3830 printer working on Ubuntu 20.04 because apparently it is not compatible. So I am trying to make it compatible. I don't know if this is possible.
Question...Can software from a compatible system be incorporated into a non-compatible system and if so then why isn't it don't when they release the distribution?
I ran hp-check command and got a list if needed and installed packages. One package (cups) is said to be not installed or not running. It also says that cups version 1.1 is required and that no version is installed. Below is that info.
