Trying to figure out the relation between Google and Youtube

i already have a Gmail account that i can log into just fine. it works OK. i am trying to create a Youtube account. after i enter my email address Youtube tells me it is already in use. it tells me i need to do account recovery which makes no sense because the only existing account i have working access to. i went ahead and tried their account recovery but it said it could not find my account.
