Slackware64-current: enable telnet & rc.inetd not executable

Slackware64-current installed tonight...
Tried to enable telnet by un-commented the telnet line in /etc/inetd.conf
I found that /etc/rc.d/rc.inetd is NOT executable by default.
Rebooted the machine and still no telnet.

Q1: How do you enable telnet on Slackware now?
Q2: Why is rc.inetd not executable?
UPDATE: chmod 755 /etc/rc.d/rc.inetd; /etc/rc.d/rc.inetd start
...and telnet works so "Why is rc.inetd not executable?" is the real question.
