Deleting Uninstalled Software

I have an ever-growing list of Not Installed packages in Synaptic Package Manager.
Some of those files reference games (which I would never install anyway); however, most are not as easily recognizable. Is it safe to delete those files? I'm a "Make it Neat - DELETE" kind of guy!
