`slackpkg help` should work even when 'The package list is missing.'

So today, a new slackpkg update came in.
With the message slackpkg was upgraded - you will need start the upgrade process again..., I knew I wanted to consider the .new files from the slackpkg update first. But what was that command again? I type `slackpkg help`, but that doesn't tell me that what I want is `slackpkg new-config`. InsteadCode:The package list is missing.
Before you install|upgrade|reinstall anything you need to run:
# slackpkg updateI think that when I type help, the help should be shown, even in this case.
